APMM — Unified Portal Prototype
The Challenge
The Malaysian Maritime Enforcement Agency (APMM / MMEA) — guardian of Malaysia’s 556,000 km² maritime zone — required a redevelopment of its official web presence into a unified internet + intranet portal, compliant with government web standards and the Malaysia Government Design System (MYDS).
Our Approach
We produced an engineering-grade PRD, technical proposal, and a working high-fidelity prototype:
- MYDS-compliant design — official government masthead, bilingual (BM/EN) interface, and accessible components following design.digital.gov.my.
- Modern architecture — Next.js App Router front end with Payload CMS for structured, role-based content management.
- Citizen-facing services — emergency hotlines (POMAR 999, MRCC, MyMCC), news and enforcement updates, tenders & quotations, officer directory, and a multimedia gallery.
- Full documentation — system architecture, data schemas/ERD, API contracts, auth flows, RBAC matrix, and security/performance controls.
Results
- A working prototype demonstrating the complete portal experience end to end.
- An engineering-grade specification ready for full implementation.
- A design fully aligned with MYDS and Malaysian government web guidelines.
